根据《中华人民共和国旅游法》《导游人员管理条例》《导游人员等级考核评定管理办法(试行)》等的有关规定，国家对导游人员实行等级考核制度，导游等级由低至高，分为初级、中级、高级、特级四个等级。导游员申报等级时，由低到高，逐级递升，经考核评定合格者，颁发相应的导游员等级证书。导游人员等级考核评定工作，按照“申请、受理、考核评定、告知、发证”的程序进行。
